In 2006 Ms. Bumer served as a panel member for California Parole Advocacy Program (CalPAP) overseen by the University of the Pacific. Ms. Bumer provided legal counsel to parolees accused of violating parole. Ms. Bumer handled thousands of cases before the Board of Parole Hearings (BPH) between 2006 and 2013 at Richard J. Donovan Correctional Facility (RJD) and county jails.
In 2013 Ms. Bumer was trained to handle parole suitability hearings. She attended annual trainings provided by BPH and observed BPH hearings. While Ms. Bumer awaited acceptance to the BPH attorney panel, she worked in private practice and as a contract attorney, appearing in court regularly. These appearances included personal injury, debt collection, workers comp, family law, probate, and criminal proceedings.
